In short
A garden room is permitted development up to 2.5 metres high if it is within 2 metres of any boundary. Beyond 2 metres from the boundary it can be up to 3 metres for a flat roof or 4 metres for a dual-pitched roof, with eaves no higher than 2.5 metres. Any room used for sleeping needs planning permission whatever its height.
