Does an attached pergola need planning permission?

Possibly. Attached to the house it can count as an extension rather than an outbuilding.

In short

It can. A freestanding pergola is treated as an outbuilding and is permitted development within the height limits, but once a pergola is fixed to the house it can count as an extension, which is assessed differently. A raised platform above 0.3 metres also falls outside permitted development. On designated land the rules are tighter, so confirm before building.
