It is a Wiltshire Council highways matter, not planning, unless the road is classified.

A dropped kerb is dealt with under highways rules, not planning. In our area you apply to Wiltshire Council for a vehicle crossover, and the work must be carried out by an approved contractor. Planning permission is only needed where the access is onto a classified A, B or C road, or where structural works are involved.
