Answer

Do I need drainage for a driveway?

Yes; either a permeable surface or drainage to a permeable area, which also satisfies the rules.

In short

Yes, in effect. A driveway has to deal with rainwater, either through a permeable surface that lets it soak away or with drainage to a permeable area. This is also what keeps an impermeable driveway over five square metres the right side of the planning rules. We design the drainage in from the start.
